Description of work - Carrying out a Housing Needs Survey to circa 2000 households

How we added value - Our Planning Policy section undertook a Housing Needs Survey in Surrey. The purpose of the survey was to provide an opportunity for residents of the local community to detail any personal housing need they, or their family members have, within the parish but where personal and or, financial circumstances prohibit them from being able to purchase their own home. In some instances this culminates in people of all ages within the community, being forced to move away from family members and their social network, or remain in inadequate and unsuitable accommodation.
Outcome - The results of the survey showed that there was an acute need for affordable housing in the village and the information was used to inform a planning application for 18 affordable housing units on a greenbelt site as a “rural exception” for which planning permission was granted by Tandridge District Council.
Comments - Liaising with the Local Planning Authority is key in the process of preparing and carrying out a Housing Needs Survey. Surveys are usually carried out by the Rural Housing enabler on behalf of the Parish Council. However, where the evidence has not been collated by the Parish Council we are able to step in and carry out this function. Without the evidence base it is not possible to justify development on a rural exceptions site.
